Not sending RECOVERY emails

We've noticed that we frequently get recovery emails from services that never sent CRITICAL messages... Also we often fail to get recovery emails when things turn green again. I realize there are multiple controls on alerts in Nagios XI, but we've attempted to make things as wide open as possible. The behavior seems almost random, in spite of turning everything on we can think of. We also see instances of only one contact in a comma delimited list getting emails.

Bottom line, we absolutely need Nagios to send a Recovery email for every Critical and Warning it detects... And we need those mails to go to everyone in a list of contacts and contactgroups. What's the best way to drill down into this problem?

What way are you sending mail, smtp or sendmail? Have you looked at the nagios log to see if it states that mail was sent? Also when you are seeing this, are all recipients not getting the message or just one or two on a list? Are you using contacts or contact groups? Do the users\contacts have recovery notifications enabled in their notification options?
