Adding new user

Hi,
I am trying to do few changes to my nagios please let me know if that is possible
1. Add a new user with full permissions
2. but that user should be able to view only the servers he created ( his own clinets/agents)
3. He should not have access to view or modify any of the servers which he did not add.
4. Adding one more user to access nagios support portal
Please help.
