Nagios Notifications State Flapping

Hello,
I am running Nagios Core 3.2.1 and I am seeing some strange behavior where the Notification State on the web interface appears to be flapping (enabling and disabling). Here’s what I have done so far to try to fix the problem…
1. Verified that nagios.cfg enable_notifications is set to “1”
2. Verified that rentention.dat enable_notifications is set to “1” (both while nagios was running and when it was stopped)
3. Stopped Nagios, ps –ef|grep for nagios and killed any PIDs that did not finish up
4. Restarted Nagios
Does anyone have any experience with this?
