Email not working to a specified email address

Hi have a contact called xxx-on-call which contains and email address called
[email protected]
None of the alert notifications are getting to that account. All other users are getting them when I down a test server.
The receiver of the email is rotated every week so it’s not the same person (done through exchange). Last time we had an issue with this there was a problem with the exchange setup of the email address, this time that has been ruled out.

Can you see the notification in the Notifications report in XI?

Please navigate to CCM > Contacts > "contact name" and verify everything in this document is set correctly:

If the commands are set properly, as well the proper states selected for that contact to be notified for, the next step is to force a notification to be sent and verify that it is getting out of the XI server, please provide the output of:
