Migrate to Offload MySQL now Wizards dont work

I could really use some help. We have gone through the steps to offload mysql to a different mysql server. Everything appeared to work correctly until I tried to use a Host Wizard for a windows server to add a new host and services. It ran through the process but after about 15 minutes of waiting no host or service would appear. We have reset the credentials and double checked the offload document for accuracy.
We need to use the wizards and it also seems to happen when the create new user function tries to create a contact. Please help.

1.Linux Distribution and version? - CentOS 6.5
2.32 or 64bit? - 64bit
3.VMware Image or Manual Install of XI? - Manual Install
4.Are there special configurations on your system, ie; is Gnome installed? Are you using a proxy? Are you using SSL? No SSL, No Proxy, No Gnome, MySQL is on a seperate server utilizing the Nagios XI MySQL Offload
5.**If you are encountering multiple issues that may not be related, start a thread for each issue

**Update**
When I run a wizard in Nagios XI it says everything created correctly.

2014-06-29 08:06:30 28742 Nagios CCM SECURITY nagiosxi localhost nagiosxi successfully logged into Nagios CCM

When I look in /usr/local/nagios/etc/hosts/ there is no new config file for the proxenapp04.<mydomain>.com
As well when I look in /usr/local/nagios/etc/import there are no files.

There should not be anything in the import directory, however, if the apply configuration at the end of your wizard has three green check marks and completed, you should have a new host 'providing you did not use the same host address in the wizard.' Can you post the output of your last modified times from this?:

Does it match with when you last applied config?

We're you able to successfully run other wizards and create hosts/services after you had offloaded? Or are you saying you have only tested with the Windows Server wizard?

Or are you saying you have only tested with the Windows Server wizard? - I have tested all of the Wizards and When I create a new User and choose create contact it will not create the contact.
