problem in sending notification

hi,
I have a service suffer from problem and it becomes unknown , this service has contact group and this contact group includes 3 employees, but the first one receive notification and the others two not receive notifications, although these contacts receive notifications normally from other services :
I checked the definition of these two contacts as attached.
account that suffer from problem: kamal.sbaih,ram.merie
the attached mail log , on 9/7/2014, problem in this service" EMA CRM Connectivity 1002" and notification sent to "aktham.sawan", and notification were sent to "kamal.sbaih,ram.merie"

It seems like that nagios sent out the alerts but kamal.sbaih and ram.merie haven't received them, correct? It's possible that these emails were filtered by your mail server. Also, can you masquerade as these users (Admin->Manage Users->Masquerade As), click on the username in the upper right corner, click on "Notification Preferences" and see if "Service Unknown" alerts have been enabled. Each user in XI can modify his/her notification options. It's possible that these users disabled "service unknown".

I checked his notification preference , and he enable notifications and select all notification types.
when I added host notification command and service notification command from account , he received notification
xi_host_notification_handler
notify-host-by-sms

and
xi_service_notification_handler
notify-service-by-sms

Well, this will depend on how you have your notifications set up, if it is working that way you likely have user-born notifications, which coincides with what you said. I'd definitely brush up on this though:
