Any chance we can get the bulk host cloning wizard to list hosts and then services that are not active? I want to create a host and services with the config name "standard load" or whatever, that are used for bulk cloning. I do not want them active though.

This is not possible at the moment. I just talked to our developers and found out that in order to implement this functionality the wizard needs to be rewritten from scratch.
It's a good idea though, so you can post a feature request or I can post one for you. In any case, it will take some time.
