Sending alerts via percentage of status of services

Is there any way to trigger a Warning alert if say 60% of the services associated with a given host is Warning/Critical and a Critical alert if all of the services have issues?

You might want to look at Nagios BPI (Business Process Intelligence). It is an addon that does just this sort of thing.
