I am testing out 4.1rc, wondering when 4.1 final will be released ?
How does the version release work flow work ?

They release a new version when the developers determine that they've fixed enough bugs, put in enough features, and tested that they are stable. Unfortunately, we don't have a road map or any timeline that we can give.
