No Network produce false alarms

Hi! Is NagiosXI capable of validating first if it is a network problem before sending-out alarms?
There was a network outage on the site where NagiosXI is located. Once the network was restored, NagiosXI sent out "DOWN" and "UP" notifications for all HOSTS.
HOSTS were not actually down. NagiosXI just cannot connect to these Hosts outside that location. These are false alarms.
Is there a way that it will check first some sort of "parent" before releasing emails? Please help.
