New users not recieving email alerts/notifications

I created a new user, and assigned that user to a service so that should it have an issue he would be notified. But no mater what I change, an email is never sent. I matched it word and detail to detail against mine and still no email is sent.

Did you also create a contact for that user? Contacts and users are two separate things.

Can you send a test email while logged in as that user under Configure -> My Account Settings -> Send Test Notifications?

I had read this before and this line is why I did not think a user was needed.
__________________________________________________________________________________________________________
Contacts are definitions in Nagios Core that are normally used for directing host and service alerts to specific individuals.
While it isn't necessary for contacts to have a relationship with a user, they most often do in order to ensure the user can use
the Nagios XI web interface.
----------------------------------------------------------------------------------------------------------------------------------------------------

He doesn't need to access nagios for any reason, i just wanted him to know his server had an issue. I have created a user with the same user/contact name and email.
I sent a test message, I will report back if it is not recieved again,
Thank you for your assistance.

While it isn't strictly necessary, it is useful. Notification commands will need to be different if you are using a user vs just a contact. Most contacts only have simply sendmail notifications, which often get caught in spam filters, so we use SMTP with users more often than not. If he doesn't need access to the interface, I would still create a user + contact and just not tell him the password :) Or make it read-only.
