Naigos 4 core doc last updated date

I would have expected the content of core 4 doc had been updated in past year or two.
Is Naigos 4 core doc last updated date really 09-20-2013 ?

That is correct, the core doc you mention was written right when 4.x was released and the current core version is 4.1.1. Below is a change log and note the start date: 9-20-2013. As you can see, core is being actively maintained although none of the many fixes / enhancements constitute updates to the core documentation. I presume the doc will be updated to reflect new features upon the next feature release for core.
