When I pull up the Host Service Summary I see the number of "hosts up" and the number of "hosts down".

When I click on the number of hosts down, it shows me no hosts. But if I click on Tactical Overview, then click on "2 Active" under Hosts, it shows me the hosts that are truly down.

Digging into this a bit further, it looks like the link is bad - for the "hosts up" it displays the services:

When the link from the Tactical Overview is this:
http://nagios.vsp.com/nagiosxi/includes ... ostattr=32

The output would depend on the page you are clicking the link from. Try going to:

1. Home->Details->Dost Detail, then click on the "Down" link under the "Host Status Summary"
2. Home->Details->Service Detail, then click on the "Down" link under the "Host Status Summary"

In both cases you will have "Filters: Host=Down", but in "1" you will be on the "Host Status" page, in "2" - on the "Service Status" page.

Can you show us screenshots of what you see in both cases (1 & 2)? What is the version of Nagios XI that you are currently using?

Under 2. Home->Details->Service Detail, then click on the "Down" link under the "Host Status Summary" I get this:
We're running Nagios XI 5.2.3

Do these two hosts have any services? If they don't, this is expected behavior.

Here, you will see all of the hosts that are down as you are on the "Host Status" page.

2. Home->Details->Service Detail, then click on the "Down" link under the "Host Status Summary"

Here, you will see all of the services on the hosts that are down as you are on the "Service Status" page. If you don't have any services added to these two hosts, you will see 0 records.

If you have services added to these hosts, then it is possible that you have a database corruption.
