Activations Exceeded

We have a customer that has an XI license since before we started helping them. Screenshot of the licence page is attached. They say,
When in Nagios there is always a message at the top of the screen to “Activate you license now”. When I try to active it I get the message “Activations Exceeded”. What is wrong?
I'm guessing this has something to do on Nagios's side, not the customer's? PM me for the license key that I blurred out, but I'd like to get them a solution. Thanks!
