Not All Email Notifications are Being Sent

I have several services that are saying they are sending email notifications, but no emails are ever received. Some services are sending emails just fine though. I have compared the configs for the working and not-working services and the only difference between them is the check command. They are even for the same host ...
I can see where the notifications are supposedly being sent for all services under Home > Incident Management > Notifications (see screenshot), but only the Yum Updates notifications are coming through.

I have also checked the logs on the SMTP relay and I only see connections being logged for the Yum Updates emails.
HELP!!!

Are you certain that alerts aren't being suppressed? It's possible that your 'notification_interval' is stopping alerts from being sent appropriately.
Check the contacts of those particular services - are you sure there aren't any contacts assigned?
Do your SMTP server logs show anything at all?

They shouldn't be being suppressed. The notification logs indicate that notifications have been sent, they just aren't making it to mail relay. So far as I can tell there are only two notifications that are actually being sent: Test Emails, and status changes for the Yum Updates service (but only status changes, custom notifications don't get sent either).
I have tried with and without contacts assigned - no change.
The SMTP logs show incoming connections for all the emails that I am receiving, and absolutely no record of any incoming connections for any of the other emails that I should be receiving according to Nagios logs.
Attached are the config files being used by Nagios currently.

What version of XI are you running? Are you running low on resources? This is really odd behavior, your configs seem to look okay.
