Is there any way to check the Bandwidth to a Windows pc?

There are a couple of different methods.
1) Willem D'Haese has a great solution available for network connection monitoring and can be found here:

2) Using NSClient++ you can query the performance counters, here is some information on it:

3) MRTG via SNMP
Enable SNMP on the Window PC and use MRTG to monitor the interface.
You could also use MRTG to monitor the switch port the PC is connected to.

You could also send sFlow data to a sFlow agent and then monitor the usage with Nagios.
