When you click Scheduled Downtime from the Home page, look at the 'Hosts' and 'Services' tabs - do you see the scheduled downtime there? Can you show us screenshots of this page?

In your screenshot, did you click the 'Submit' button previously? Can you try once again? It should populate on that page if you have scheduled downtime in place.

Hello,
I had tried it with home===> schedule downtime.
I want to schedule it as 3:30 PM PST to 3:30 AM PST (Pacific TIme).
But My start and end values are not configuring correctly...
I have tried it vice versa, but start and end time is not correctly configuring.

What version of Nagios XI are you running?
Can you go to the Admin > System Settings menu, click on the User Defaults menu and post how your Date Format is set?

Try setting the Date format to MM/DD/YYYY HH:MM:SS and try to schedule downtime and see if it schedules correctly.
If it does, remove the downtime and put the date format back and try scheduling downtime and see if it works this time for you.
