I'm building a new server that will need to managed by my Nagios XI deployment. I need to configure /make the components on the is host as its a SUSE build. Does XI require the openssl-devel package for the Nagios plugins?

Yes, if you need to compile plugins with ssl support you will need openssl-devel package.
