Email Alerts have no to address

Hi Everyone
I have email alerts setup but when looking in the email header the email alert has no to address.
Outlook is recieving the emails OK but now wanting to use a sms service we have in house and it is not working because the alerts have no to address in the email header.
Any ideas

Could you post your contact.cfg file is setup for the contact that is not working?
If you did receive the email in outlook, it did have a To: address so could you provide more details on the issue?
