checkdisksize - nrpe check

Hello,
I have windows 2003 server installed with NSClient++ 0.3.9
when I do an nrpe check for checkdisksize it returns with an output as "Could not construct return packet in NRPE handler check client side (nsclient.log) logs..."
This check works perfectly for windows 2008 and 2012
In NSC.ini I have allow_arguemts=1
use_ssl=1

Run the following commands in the CMD prompt on the Windows machine, and show the output:

Comment out the duplicate lines in the NSC.ini file, so that they would look like this:

Set:
under both, the [NRPE] and the [External Script] sections. Save, exit, and restart NSClient++ service.
Show us the actual check run from the command line, along with the output of it.

It looks as if something else is trying to bind to the same socket that NSClient++ uses. Can you share the output of the following commands in sequence:
