When is
https://github.com/NagiosEnterprises/ncpa going to be marked as a stable release and published to
https://assets.nagios.com/downloads/ncp ... 1479254140? It seems that this project is dead again?

NCPA 2 is in the works currently. There are regular pulls in the dev branch on github:
https://github.com/NagiosEnterprises/ncpa/tree/dev
We do not have an official release date at this time.
