is there a way to have multiple clusters and instances or clusters within a cluster? Attached is a representation of what the question is.

Technically speaking, no. We do have another product, Nagios Fusion, which is intended to sit on top of all of your Nagios products. Currently, the functionality doesn't exist, but it is planned for a future release.

What sort of use case are you looking for?
