When I create a new user, a default list of views is created (My Views).
Tactical Overview
Open Problems
Host Detail
Service Detail
Hostgroup Overview

Is there a way I can change this default view list and define my own view list? This way when I create a new user they get this custom view list.

What about after the user is created. Is there some file I can edit / replace so I can apply customisations?

You can use the "Masquerade As" function on the "Manage Users" list to log in as them as customize the views from there.
