Hello,
Does Nagios offers a function where if a host is down that it can send (in the same email notification) that all services may be down if the host is actually down, OR, if we've lost management access from Nagios, that the host may actually be up, functioning normally, but that there's perhaps a temporary loss of connectivity between Nagios and the host?

not quite - you could use parent / child relationships to help define your environment further which may help.

If all you want is for people that receive a host notification to know that the services may also be down, you can edit the email that goes out at http://yourserver/nagiosxi/includes/com ... cation.php
