how can i provide access to different usersid on server to add delete host and service and restart application on server.

So that i can capture logs which user have done the modifications in files.

/var/log/audit/audit.log has a variety of information. Please let us know if https://www.cyberciti.biz/tips/linux-au ... -file.html doesn't get you all the info you need.
