Delaying Notifications on frequently flapping hosts

Hello,
For our setup we currently have 3 hosts that are connected to our Nagios XI Server through the cellular network. The issue we are having with them is that the notifications of them being down due to connection timeout is being quickly followed by a notification that it is back up only a few minutes later.
I wanted to see if Nagios XI offered an option when setting up these hosts to delay notifications on these hosts that tend to be down for only a minute max. I would like to limit the amount of notifications I receive in order to pay special attention to real issues and emergencies.
I know when setting up the host it provides an option to wait a specified amount of time before sending notification. How does that work? Does it just delay the notification, or does it wait that amount of time for it to recover before sending the notification?
