I want to know how Nagios Core can check if a log files is been updated or if its stops updating it should create an alert or sent a notification

Nagios Log Server is the solution you'll want to look into for this as @scottwilkerson mentioned

The issue is that we have Nagios Core and would like to upgrade this and not need to get Nagios Log which requires additional license
