This snapshot doesn't exist

Receiving this error when trying to import a snapshot made on another server.

Scenario

I wanted to provision my DR server from Dev and hoped this was an
easy way to do it, but am receiving this message when trying to
recover the snapshot from the Dev server.

Is there any way to make this work?

Or, is there a better way to test a config in Dev and move to DR. Or even,
move my prod configs to DR for a failover test?

@markmerchant, You could create a backup of your XI on the production server and then restore from that backup on your second server. Take a look at the article below:
