I am looking to add another email address to the notification alerts when device goes up and down. Please let me know where to do this. thanx

i think so, I just want to be able to have 2 people receiving devices alerts (up/down)

If this is for two separate people, would creating another user and assigning him an email address not be what you want?
You can have it so he specifically only receives, (up/down) alerts for hosts/services.

In XI, you can go to XI Home --> Admin --> Manager Users --> click Add New User
You can set this up and assign him whichever "security setting rights" you want him to have.
Log into XI with the user you just created, and click on the name in the upper right corner.
On the left-hand side, you should see Notification options --> Notification preferences --> Enable notifications --> select the types of alerts.

So I added the contact and try to give the contact the alerts option but when I apply changes, it errored out on my. Please take a look at sreenshot.

In this case, you must specify how Nagios XI sends an email. Are you're users created in XI? If so click on the
blue boxes that say "Manage Host Notification Commands" and "Manage Service Notification Commands"
Once clicked, add the "XI_host_notifciation_handler" to match the Host, and the "XI_service_notification_handler" to match the service.
Ultimately, this documentation will help you set up notifications and give you a more detail explanation.

I created an user (Admin, Manage Users), now I want this new users to get all service/host notification. I just login as that user and go into that user profile and make sure everything is check and enable notifications. This is all I need?

The contact associated with that user needs to be associated with all hosts and services, if you want them to get all notifications. If you are using the Enterprise version, you can add to all easily through the Bulk Modifications Tool.
