Notifications Only Working for 1 User

Just implemented XI. I'm not sure what we're missing here, but we have 2 admins to be notified. 1 Account works, the other doesn't.

They have an email in their user account, their user is in the notification template. When logged in as the user they have notifications enabled for every type, and have 24/7 work hours.

Were both of these contacts created automatically when you added new XI users or does one of the contacts exist without the corresponding XI username? Also, please check the spam folder.
