I am doing a fresh install of NA

I am running RHEL 7

The php-config command is missing from your server and it comes from the php-devel package.
To install that package, run the following as root After it is installed, try running the fullinstall of Nagios XI and see if it works.

I tried that and did not work

That package comes from the rhel-7-server-optional-rpms repository so you will need to enable it on your server.
To do that, try running these commands. You may have to login to Redhat's web site and register your server if the above commands do not work.
