Contacts not getting ContactGroups added in Configuration

Nagios XI : 5.4.12
I have a contact in Nagios XI that has 60 contact group assigned when I check the CCM and the database. When I check the contacts.cfg file, they do not have any contactgroups. Can you help me figure out why the "Apply Config" is not attaching the 60 contacts groups to the contact in the configuration file?
