I have downloaded the latest version and trying to do manual upgrade but got an error below:

our system is using local repo.

Hi, @judge01. RedHat implements a lot of limitations if you don't register it with the subscription-manager. Here's an article on the process:

After you register it go ahead and rerun the installation one more time.
