This post from 2016 promised Network Analyzer 3.0 release in Q3 of 2017:

What's the latest on that? It's been delayed by a year already...

He was quoting from the Roadmap at the time, located here: https://www.nagios.com/roadmaps/
The roadmap changes and we try to keep it updated regularly. It does not guarantee that the product is going to be available at that time.
