I removed the hostgroup, hosts, and services the Hostgroup is gone, but the services and hosts still exist. I have tried deleting the server_name.cfg file [/usr/local/nagios/etc/hosts] and restart but get a failure. I need to remove these devices so i can start to adding additional devices The devices show in Tactical overview under Unknown and critical it lists 11 services under each and 22 problems if I click any othem it shows nothing. I am ata loss at this point

Are you sure you were able to delete successfully the hosts and their services? Many times, services cannot be deleted because of dependencies. You can see if a particular service can be deleted in the Core Config Manager (under Service Management) by clicking on the "Information" action button button.
Try running the Write Config Tool to see if you have any config errors - go to: Core Config Manager->Tools->Write Config Files.
Hope this helps.
