How to copy .rpm files to /tmp directory in Hyper-V?

I'm running Nagios XI on Hyper-V. I want to monitor some Oracle query and according the document I need to manually download these files. I have these files in my host computer but how to copy them to the /tmp directory? Appreciated!

You would need to get a SCP transfer program such as WinSCP and then login as root and copy them over to the /tmp directory
