We don't have a hpux system to test with, but I did find this post on the hpe site with a fix at the end to try:

Are you currently evaluating Nagios XI? We can provide assistance and guidance, and there other monitoring methods available such as SNMP or SSH.
However, currently we don't actively develop and test for NRPE running on HP-UX.

Were you able to test the work around provided in my previous response? I also found
