Service Stability stuck at Changing, State never Hard

Hi,
I have a problem with a service check, which refuses to switch to State: Hard for a Critical fault and subsequently is not generating e-mail alerts.
As you can see below, the state is not changing but the State Type is still Soft.
Advanced Status Details
Service State: Critical
Duration: 2d 3h 40m 29s
State Type: Soft
Current Check: 15 of 15
Last Check: 2019-07-02 10:04:16
Next Check: 2019-07-02 10:07:16
Last State Change: 2019-06-30 06:25:25
Last Notification: Never
Check Type: Active
Check Latency: 0 seconds
Execution Time: 0.13053 seconds
State Change: 0%
Performance Data:
When I manually run the service check from command prompt, the result is always consistent and with a rapid response.
I do not have this issue with any other service check as far as I am aware.
I am running Nagios XI version: 5.5.7
