Is it possible to create a cfg file in windows and then import it into nagios and vice versa?

It is possible but there are a couple of things you should watch for.
It's best if you DON'T use Notepad. You should rather use a better, more advanced text editor, for example Notepad++.
You should also make sure your EOL is set to Unix Format.
Once you have created the files, you can transfer them to your Nagios server via FileZilla or another FTP software.
Hope this helps.
