Windows Services Monitoring with WMI privileged account

Hi Everyone,
We are facing an issue where we have a Windows monitoring account with all required WMI privileges granted (as per nagios WMI document). however, with this account CPU, Memory, Disk usage metrics are all working good. however, Service monitoring seems to be still failing. it seems like the WMI account requires more than than given permission to gain access to Service Control manager for remote WMI account. we cannot give this monitoring account a local admin rights.
Is there any work around where this WMI privileged account can get read only permissions to Service Control manager? there seems to be some discussion available and none seem to be a working standard. any anybody had a solution working to have this working good?
