non nagiosadmin user cannot log into nagios XI web interface
Error displayed is "Invalid username or password."

This is using Nagios XI 5.6.6 on CENTOS 7.5.

I've created the user using CCM admin Manager Users.

I've also added the password via
htpasswd -c /usr/local/nagios/etc/htpasswd.users nagiosuser

I'v'e also restarted the web server
service httpd restart

Any ideas?

XI login users are created under the Admin -> Manage Users, not under the CCM.
