Specific Privileges for Oracle "Flash Recovery Area Usage"?

Our DBAs are concerned with granting the Nagios monitor user the SELECT ANY DICTIONARY privilege because it is too broad and provides access to many objects beyond those needed for monitoring. So, we'd like to revoke this privilege and replace it with only the specific privilege(s) needed to perform the Flash Recovery Area Usage check.
