I have a colleague in India we would like to provide mobile text for notifications. His cellular provider is not included in the drop down list. The provider is Airtel. Is there a way we can setup mobile text notifications for Airtel?

You would need to obtain the "Email-To-Text" gateway from your mobile carrier and add it to the list.

Admin > System Config > Mobile Carriers
