Last week, i saw nagios xi 5.8.1 offline install rpm in https://repo.nagios.com/?repo=offline#download, but when i check today, i dont see.

Is XI 5.8.1 available?

We should have that up in a week or two. The offline repos are released a little later than the standard upgrades.
