Multi-tenancy CCM and Services

Greetings
I have read the document Understanding Multi-Tenancy, and have built a test environment on our development Nagios XI server.
Things work for all teams as you would expect in XI, but CCM is a different matter. I am able to grant access to Host objects to users by way of assigning contacts either via templates, Contact Groups directly on the host, or contacts directly on the host.
I am not able to do the same for Services. No matter if I have the service contact inherited from the host (the favored way), or assigned directly on the service (via Contact Group or Contact), users who log into CCM do not see any of the services that they can see while in XI.
Does Nagios XI Multi-Tenancy work for selecting which user groups can edit which services in CCM?
