If a service is in warning or critical it report the Duration incorrectly.
20 minutes shows up as 3 hours 20 minutes.

I'm not sure what you mean. Can you post a screenshot that demonstrates this?

It's unlikely that the bug is due to daylight savings, being as the changeover was more than a week ago.
Has this just started happening that you noticed, or has this been happening a long time with this particular host/service?
Is this a passive or an active check?
What is the time zone for Nagios XI set to? Look under Admin => System Settings -> General.
What is the system time zone set to? (run the "date" command)
What is the PHP time zone set to? (run "grep -i zone /etc/php.ini")
