XI Manage Users does not display all users for admins

An issue was brought up to me today about users displayed in "Nagios XI > Admin > Manage Users" for administrators. 99% of the time I'm the one creating new user accounts in Nagios. I do this under my account, and we have roughly 26 total records. When I was out of the office last week, one of the other engineers needed to identify a user account. He logged in as himself and only had 5 records display. He used the Masquerade feature on my account and was able to then see all 26 records. I was able to confirm this by accessing the Nagios system using the nagiosadmin account, which was also only able to see a few users in the Manage Users section.
Is this intended functionality? I would imagine if a user is set as administrator, they would have access to manipulate any user account regardless of who generated it initially.
