It should be possible to monitor Windows Server 2003 using NCPA, but there are some caveats.
1.
Microsoft Visual C++ Redistributable 2008 is required.
Get that here, click Download, select vcredist_x86.exe, then hit Next
2.
You must install NCPA 1.8.1 or it will not run. NCPA 2.x+ requires Windows 2008 or later.
Download NCPA 1.8.1 from here.
3. If you run
netstat -an |find "5693" and there's nothing listening on port 5693 after installing NCPA, please reboot the server to start the daemon.
That should be all you need to get NCPA up and running on Windows Server 2003.
Then, simply run thru the NCPA wizard under Configure => Configuration Wizards to set up the host.
