On fresh Nagios XI 3.1
Using Core configuration (e.g. Service) update a list (e.g. Contact Grops) - list displayed on the same page and Save do not save the changes (see attached)

The save should work, and the rest is a bug in Internet Explorer

The save didn't work for me BUT its OK using Chrome instead of IE but strangely enough it works OK with the same IE against our local server (upgraded from 2.3)

Glad you got it working in Chrome.

that is strange, I don't believe there were any changes to the CCM between 2.3 & 3.1
