I have a Service that needs to email the contact every time it fails as it is checking for modified files, and the team needs a list of the new file modifications found each time the script runs.

Is there a setting that would allow me to resend the email on a critical failure even if the service was already in a critical status? I have already enabled the stalking option to record the changes of file names in this event.

You can enable Is Volatile on it to do this:
